Do you need ANCINE authorization?
All foreign film production projects within Brazil require prior authorization by the Brazilian Film Agency (ANCINE). Commercials, documentaries and institutional videos require this approval; news productions are exempt. Foreign entities must partner with a local production company; this company oversees the application process.

As of January 1 2022, the rules have changed and the ATA Carnet is no longer accepted in Brazil. Therefore, when an international crew plans to bring filming and sound recording equipment into the country, they now need to complete the e-DBV, an “Electronic Declaration of Traveller’s Goods”.
